Desparate ! help with DIY plumbing/I think clogged toilet issue?

A few months ago my toilet started making a slight ringing/different noise when it was flush and often wouldnt flush completely the first time around, just fill with water but would flush the second time. It has a powerful flush. Now the whole top of the toilet is coming off the base, the rings that keep it from moving have come offf, I think because it hasnt been flushing right and flushing more powerfully on the second try. They seem to be stripped, wont go back on tight onthe screws, so the whole tank tilts to right when flushed and water comes out the bottom all over the floor. I tried snaking but it didnt seem to go in that far /catch any clogs? I am not sure what the issue is. If it is a clog where would it be? Inside teh tank ? In the pipe? Help dont want to call plumber no money!
