Is the moon in the same lunar phase at the same time in the different hemispheres?

Yes. The phase of the Moon is determined by the angle from which the Sun is shining on it. Because the Moon is far from the Earth, it makes no difference where on Earth you're looking at it from, it will always be lit by the Sun the same way.
